Soak the chia seeds in water for 10 minutes. Mix flour, baking powder, salt, and sugar. Then, add the remaing inredients and soaked chia seeds to the dry ingredients. Stir everything together until you achieve a smooth batter. Heat a non-stick pan over medium heat. Pour a ladle of batter onto the pan and cook for 2-3 minutes on each side, or until golden brown.
